Agriculture in International Trade Agreements

Introduction

Global and regional agreements set out the rules for countries trade policies .and define the policy space available within agriculture for reaching food security objectives. Therefore, balancing the achievement of national policy objectives with the obligations under trade agreements is critical.

This course informs the treatment of agriculture in several World Trade Organization (WTO) agreements and regional trade agreements (RTAs) and aims to support policy makers to develop and implement appropriate agricultural development and food security strategies.

By the end of the course, participants will be better able to:

  • Understand and identify the main provisions of the WTO Agreement on Agriculture (AoA);
  • Understand and identify the main provisions of the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS), and of other WTO agreements that concern trade-related constraints and procedures;
  • Describe the treatment of agriculture in the Regional Trade Agreements.

Audience

This course is designed to assist representatives from government and related authorities, who are directly involved in the formulation and implementation of agricultural policies and programmes in the ESA region. These may include officials from Ministries of Agriculture, Livestock, Fisheries; Trade, Commerce, Industry; Finance, Economy; Food Safety, SPS Authorities; private sector representatives, and researchers. Private sector participants such as representatives from producer, agro-industry as well as traders associations will also benefit from the course.

Unit 1 - Agriculture in the WTO (Agreement on Agriculture)

This unit introduces the background of the World Trade Organization (WTO) and structure of the WTO AoA, and discusses outcomes of recent WTO Ministerial Conferences.

Lesson 1.1 – Agriculture in the General Agreement on Tariffs and Trade (GATT) and the WTO AoA provisions on Market Access

Lesson 1.2 – The WTO AoA provisions on Domestic Support and Export Competition

Lesson 1.3 – The WTO AoA implementation and the Doha Round negotiations

Unit 2 - Non-Tariff Measures (NTMs) in agriculture and related WTO Agreements

This unit discusses the significance of NTMs for international trade and describes WTO Agreements on such measures.

Lesson 2.1 – Introduction to NTMs in agriculture, the WTO Agreement on the Application of Sanitary and Phytosanitary (SPS) measures

Lesson 2.2 – The WTO Trade Facilitation Agreement, Technical Barriers to Trade (TBT) Agreement and  other related rules

Unit 3 - Agriculture in Regional Trade Agreements (RTAs

This unit provides trends of RTAs and description of RTAs provisions on policy areas relevant to agricultural trade, compare them with those of multi-lateral trade agreements.
