ATPPN is an African community of practice that facilitates dialogue, information exchange and sharing of ideas related to trade and agriculture. It seeks to create awareness on trade and agriculture issues with a bearing on African countries in the context of WTO issues and developments, RECs and RTAs to which African countries are signatories and trade and agriculture developments in individual countries. The forum covers issues that affect the public and private sector as well as the civil society.

ATPPN is an initiative of TRAPCA with the technical collaboration of FAO. It follows a series of courses and regional dialogue on trade, agriculture and food security and nutrition that were organized by FAO and TRAPCA in 2017, bringing together trade and related policy practitioners from over fifteen countries in Eastern and Southern Africa. Following successful delivery of the courses, there was significant interest in continuing the dialogue; particularly given the fact that in most African countries, agriculture and trade policy issues are largely treated separately both at policy formulation and implementation stages. This initiative aims to provide an opportunity to dialogue, share experiences, exchange ideas and foster partnerships and collaborations in the areas of mutual interest in a cost-effective way. Moreover, the ATPPN seeks to foster ownership of African trade and agriculture issues by practitioners and stakeholders involved in actual work in these areas.

Objectives

To create a network of African agricultural trade policy practitioners with a view to improving cross sectoral and cross-country collaboration on emerging policy issues, in order to support the implementation of the Continental Free Trade Area, other African Regional Economic Communities trade and agriculture initiatives and achievement of African Union’s Malabo Declaration targets.

Functions

The network seeks to serve a number of functions as listed below:

  • Create awareness of agricultural trade policy issues, such as WTO Agreements, African RTAs, including through:
    • Sharing quarterly newsletters with major regional and country-level news stories
    • Producing topical policy briefs
  • Preparing an annual report with contributions from Network Members, documenting country specific case studies on trade and agriculture measures and their implementation
  • Organizing annual symposium/conference/dialogue/research forum of topical issues emerging from interactions of participants on the platform
  • Provide a platform for exchange of views and collaboration on trade and agricultural issues including through:
    • sharing of relevant experiences/ projects and potential opportunities, collaborations and partnerships.
    • sharing experiences and knowledge from what trained network members have done in their country or any other initiative they have been part of
    • sharing case studies from regional context which would provide lessons for future consideration and provide ideas for addressing some policy gaps and development
    • Coordination of capacity building efforts and information sharing on training opportunities, calls for projects, studies and research work.
    • involvement of different line Ministries and private sector as well as civil society including consumers on policy dialogues and development and link policy development and implementation of initiatives of the ministries of trade, agriculture, line ministries and other fitting stakeholders.
